The Directorate of Construction Projects and Engineering Policy (DCPEP) has created a document called the Construction Engineering Technical Order (CETO) that outlines Universal Design and Accessibility requirements for the Assistant Deputy Minister for Infrastructure and Environment (ADMIE). The Visitability policy significantly exceeds the minimum requirements set out by the Canadian Standards Association B-651 but is limited to Barrack Blocks and includes housing (multiple or single family houses) for military members and for their families.  The CETO requires that 1% of units provided in new or retrofitted barrack blocks must be accessible and that all other units must be Visitable. New or renovated housing units must provide a minimum of 2% accessible units but there is currently no requirement for Visitable accommodations. Approximately $33M in accessibility retrofits will be established with the Federal Government through DND’s retrofit program.

Habitat for Humanity Canada

Housing Design Guidelines ‘strongly suggest that all houses should be built with one entrance being accessible to those with difficult mobility, and that all passage doors be made at least 2’8” wide and hallways at least 3’4” wide to accommodate people with disabilities.’

Focus on Affordable Housing: may drive thinking toward visitability. Premier had a cross province Think Tank on affordable housing. Ron Wickman, Neil Pearce and others trying to influence re: Visitability.

MS Society is leading the way for visitable housing.

Cornerstones: Edmonton's Plan for Affordable Housing

100 percent visitable and 10 percent adaptable suites in all new multi-family developments that receive funding from Cornerstones.

Advisory Board on Services for People with Disabilities (ABSPD)

ABSPD recommend changes to the 1997 Alberta Building Code, to incorporate 100 percent visitability and 10 percent adaptable suites in all new multi-family developments, as well as to incorporate these specifications into Cornerstones: Edmonton's Plan for Affordable Housing 2006-2011

Focus Group Edmonton

Dec 2003

Recommendations will be used to develop the Edmonton Comprehensive Community Plan on Housing and Support Services 2004-2008. The group identified gaps in housing and found the 'need (for) more adapted and accessible units' for all new publicly funded buildings should be universally accessible. This group used a U.S definition of Visitability.

British Columbia

Saanich - Basic Adaptable Housing Zoning Bylaw 8200

June 1, 2004

Saanich's Adaptable Housing is based on the principle of "Visitability".

Saanich has developed both ‘Voluntary Design Guidelines for Adaptable Housing’ Guidelines for Apartment buildings and Guidelines for Ground-Oriented Housing (Single Family and Townhouses) and ‘Mandatory Building Standards for Adaptable Housing’.

In collaboration with Ten Ten Sinclair Inc. this project provides housing for families with accessibility needs.  The 28 visitable units, of which 4 are fully accessible, are built with slab on grade foundation, 36 inch doorways, barrier-free bathrooms and a no step entrance.

A group has developed: Universal Design Group (disability, health care, design, developers) and is working to influence design of the built environment.
The group is influencing design of new apartment buildings to have wider doorways, no step entrance on all apartment buildings.

Nova Scotia Request for Proposals- Tender # 60130839

November 23 2006

Department of Community Services issued its RFP (Request For Proposals) for “Affordable New Rental Housing” under the Canada-Nova Scotia Affordable Housing Agreement.

A minimum of ten percent (10%) of units funded must be designed in compliance with Barrier Free Design Requirements of the Nova Scotia Building Code Regulations. All non-Barrier Free units funded within a development which are serviced by elevator or are grade-level accessible, must be made “visitable” through construction in accordance with the Visitability Requirements attached as Appendix “D”. The adoption of visitability requirements is an initiative of the Affordable Housing Program and endeavours to provide leadership to the building industry by raising the profile of visitability as a common and beneficial building practice that can be achieved without undue economic burden.

Visitability means a housing unit designed to reduce the basic physical barriers otherwise presented to visitors with mobility impairments and to aid in the provision of infrastructure required to convert the housing unit to a Barrier Free unit in the future. Visitability requirements are listed as Appendix “D”.

Requirements

Visitable housing means housing designed to reduce the basic physical barriers otherwise presented to visitors with mobility impairments and to aid in the provision of the infrastructure required to convert the housing unit to a Barrier-Free unit in the future. Visitable housing incorporates many features of barrier-free design - particularly those which can be incorporated at the time of construction for little or no extra cost to the project.

Ontario

Ontario Building Code- Visitable Apartments

 

Sentence 3.8.2.1.(4)

In Group C major occupancy apartment buildings, not less than 10% of all residential suites shall be provided with a barrier-free path of travel from the suite entrance door to,

(a) the doorway to at least one bedroom on the same level, and

(b) the doorway to at least one bathroom,

    (i) having an area not less than 4.5 sq.m. at the same level, and

    (ii) conforming to Sentence 9.6.3.3.(1). (Which specifies minimum clear width at door)

City of Ottawa- Municipal Accessibility Plan

2004-2006, 310 units affordable housing, 19 (6%) of those are fully accessible (physically disabled person to live independently) and 186 (60%) units are visitable (they define 5 elements)

Linda Crabtreein Niagara Region highly active in trying to move visitability forward as well as making Niagara Region universally designed and is planning to meet with a local developer.

Yukon

Yukon Housing Corporation- Accommodating Home Builders Checklist

This is a voluntary program promotes the construction of homes that are easier to enter, get around in, interact with, and adapt for future needs. The Checklist distinguishes between accessibility features by using mandatory or good idea, not mandatory. If these guidelines are followed reduced mortgage rates are offered depending on level of adaptability either 0.75% or 1.25%.

Visitable-Like Initiatives

Visitable-like can include barrier-free, other levels of universal design, fully accessible or other variations of access in policy or practice.

Federal Treasury Board- Accessible Standard for Real Property

 

The Federal Treasury Board has adopted accessible housing for all Federally owned or leased buildings.

It is the policy of the Treasury Board and the Public Service Commission to create and maintain an inclusive, barrier-free environment in the federal Public Service to ensure the full participation of persons with disabilities.
